This assistance is available for low income parents, guardians and foster parents in Essex County. Child Care Professionals. Children need caring adults in their life to help make decisions about their future. Those adults include parents, child care providers, teachers, education administrators, business owners and the community at large. Our goal is to continue to enhance the skills and activities of child care providers so that children and families receive high quality services in the areas of health, safety and child development.
